Job Description

Perform professional, administrative, and supervisory work in the planning, development, implementation, and evaluation of the WIC Program. Oversees and coordinates the WIC activities of all clinic sites to ensure compliance with federal and state regulations. Some duties may be delegated to other staff members; however, the ultimate responsibility for each duty falls on the Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Formulate plans, policies, standards, and procedures for the operation of the agency’s WIC program within state and federal regulations.
  • Understand state and federal rules and regulations.
  • Follow up on agency deficiencies.
  • Interpret and plan for implementation of federal and state regulations and policies.
  • Evaluate implementation of new policies.
  • Manage caseloads and spending levels to meet appropriations by State office.
  • Develop WIC budget proposals.
  • Contact State WIC fiscal office with fiscal concerns/issues.
  • Complete local agency section of the monitoring form.
  • Attend all monitoring and site visit sessions; submit a timely response to the State Office after follow-up on all monitoring findings.
  • Oversee, coordinate, and manage pre-screening and waiting lists.
  • Assure required retail monitoring and vendor training is done and that the retail coordinator completes the monitoring reports.
  • Work with retail coordinator, retailer, and State Retail Coordinator to prevent or correct problems.
  • Evaluate service to clients including clinic flow, use of staff time, access to clients and clinic space.
  • Provide State with immediate feedback on adverse consequences of State policies or if policies are not understood.
  • Assure consistency among clinics in technical procedures and use of forms.
  • Make regular visits to all decentralized clinics to oversee operations.
  • Oversee maintenance of equipment and testing for accuracy at all clinic sites.
  • Assure client confidentiality and that participants are treated with respect, compassion, and empathy.
  • Keep State informed of major changes (i.e., staff, address, telephone, clinic hours) which affect services.
  • Participate in continuing education activities; attend meetings, conferences, and workshops; keep well-informed of current nutrition research as it relates to the WIC program and clients.
  • Recruit, interview, and recommend individuals for hire.
  • Oversee or conduct the orientation, training, and evaluation of WIC personnel.
  • Evaluations will include observation of each staff member counseling participants at least once a year.
  • Define staff roles and responsibilities.
  • Evaluate client/staff ratios and staff needs.
  • Assure that all newly hired WIC staff complete the WIC Certification program with a score of 90% or higher in the appropriate time frames set be the State WIC Office.
  • Supervise WIC staff including annual performance evaluations, ongoing coaching, and feedback.
  • Assure continuing education opportunities for staff including at least two sessions devoted to nutrition education per year.
  • Hold regular staff meetings (optimal – monthly, minimum – quarterly).
  • Develop or adapt and implement protocol of nutrition care.
  • Assure that all staff in trained in protocols.
  • Assure that the Registered Dietician or Registered Nurse is available and trained to provide high-risk education contacts.
  • Define high-risk for the agency; assure that WIC educators know how to make appropriate referrals of high-risk participants.
  • Observe counseling skills of all staff members to ensure that appropriate information is being disseminated and that counseling skills are adequate.
  • Assure that the documentation in participant’s electronic charts meet the criteria set out in the WIC Procedures Manual.
  • Review, select, or develop nutrition education materials as needed, or delegate their development.
  • Attend the annual State WIC meetings; participate in the Colorado Local WIC Director’s Association.
  • Oversee the implementation of program nutrition objectives; assure that protocols are followed, and that evaluation data is collected.
  • Arrange outreach and publicity for the WIC program.
  • Develop formal referral relationships with pediatric and obstetric health care givers.
  • Act as a liaison to the community regarding WIC matters.
  • Write vouchers for expenses incurred for the WIC program.
  • Verify hours worked by the WIC staff. Other duties as assigned.

SUPERVISORY RESPONSIBILITIES: Will supervise WIC staff in all clinics.

  • Knowledge of human nutrition in health and disease and its application to public health practices.
  • Knowledge of training, supervising, counseling, and educational concepts, and methods.
  • Ability to communicate effectively orally and in writing.
  • Ability to manage program operations and carry out program planning functions; ability to formulate plans, policies, and procedures.
  • Ability to organize, prepare, and analyze reports.
  • Ability to establish and maintain effective working relationships.
  • Ability to supervise and direct professional and paraprofessional staff.
  • Ability to prepare forms, reports, and educational material.

EDUCATION and/or EXPERIENCE:

Education:

  • Minimum of Bachelor of Science degree from an accredited university with major studies in food and human nutrition or nursing is preferred.
  • Must be a Registered Dietitian, Registered Nurse (BSN or RN) licensed to practice in the State of Colorado, or a Medical Doctor.

Experience:

  • Experience in public health or ambulatory care setting is preferred.
  • A minimum of one-year experience in public health or one year in a hospital setting is acceptable for consideration.
  • Caseload and program funding determine number of hours per pay period.
  • Actual time worked is influenced by program needs; evening and weekend hours may be required.
  • Travel is a routine part of the position.
  • Must have a valid Colorado driver’s license and insurance and must have routine access to an operable vehicle.
  • Salary increases are subject to funding and rating of standard or above on yearly evaluation.
