This position is at will and shall be appointed by and serve at the pleasure of the Board of Trustees.

SUMMARY OF POSITION:

As the Town Administrator, this position shall be the chief administrative officer of the Town of Poncha Springs and is immediately responsible and accountable to the Board of Trustees. The Town Administrator shall carry out the direction and policies of the Board and direct the day-to-day operations of the Town government, practicing the efficient and effective administration of all municipal affairs,

ESSENTIAL DUTIES The following statements illustrate the job's essential functions and do not include other nonessential or peripheral duties that may be required. The Town of Poncha Springs retains the right to modify or change the essential and additional functions of the job at any time.

▪ Serves as Personnel Officer and administers personnel policy.

▪ Serves as statutorily appointed Town Treasurer.

▪ Recruits and screens applicants for clerk, finance, and department head positions and hires, supervises, and disciplines up to termination of those positions.

▪ Provides leadership and direction to the Town’s Department Heads to facilitate the achievement of the Town’s goals and objectives; continuously monitors and evaluates the efficiency and effectiveness of the Town’s service delivery methods and procedures.

▪ Supervises the activities of the Town Clerk, Finance Clerk, and Public Works Superintendent, including assessing and monitoring workload, monitoring expenditures of annual budgets applicable to those departments, and monitoring internal reporting relationships; coordinating department activities with other departments and agencies as needed; identify opportunities for improvement and direct the implementation of changes

▪ Acts as the Purchasing Agent by overseeing and approving significant purchases of goods and services.

▪ Coordinates preparation and submission of the annual Town budget in compliance with Colorado state budget laws and ensures adherence of Town departments to the budget.

▪ Administers, through delegation, the Town’s marketing efforts, advertising content, media, and public relations.

▪ Acts as Town liaison to the press. Oversees the Town’s public relations efforts and programs.

▪ Acts as the Town’s liaison with the business.

▪ Oversees the coordination and management of town-sponsored events; the review and permitting of privately sponsored special events taking place on Town property or Town rights-of-way; and the provision of Town services associated with such events.

▪ Serves as principal public relations and public information officer of the Town. Serves as chief intergovernmental affairs officer of the Town. Represents the Board at policy meetings with federal, state, and county officials.

▪ Oversees professional and consulting services agreements and provides contract administration services on contracts entered into by the Town, including engineering, architectural, financial, and legal agreements.

▪ Develops and supervises grant applications and award management.

▪ Manages, directs, and develops systems for long-range planning and prioritization of projects and programs.

▪ Conducts regular staff meetings to review progress, budgets, strategies, and plans for the Town to ensure compliance with long-range plans and programs.

▪ Attends meetings of the Board of Trustees and the Planning Commission. Advises the Board of Trustees and the Planning Commission on all matters before it. Makes policy recommendations to the Board.

▪ Prepares complex reports, evaluations, and analyses for the Board. Conducts and prepares surveys and reports as requested by the Board of Trustees.

▪ Works closely with Town legal counsel to implement the policies and direction of the Board of Trustees.

▪ Ensures proper administration and execution of the Poncha Springs Codes, agreements, and contracts executed by the Town, ordinances and resolutions adopted by the Board of Trustees, policies adopted by same, and the satisfaction of goals and objectives adopted by the Board.

▪ Provides planning and support to Town advisory boards and commissions. Prepares reports and finalizes meeting agendas, packets, and related materials.

▪ Ensures that staff reports on all applications for development, subdivisions, land use changes, land use variances, special use permits, annexations, and other community development matters are provided to the Planning Commission and the Board of Trustees. Manages building permit applications through the land use clearance for compliance with all aspects of Town Codes, including use, land use, setbacks, height and floodplain regulations, codes adopted by reference, and State and Federal environmental requirements.

▪ Provides planning and support to the Planning Commission and the Board of Adjustment. Prepares and distributes meeting agendas, packets, and related materials.

ADDITIONAL DUTIES

▪ As necessary, answers the phone, greets and assists general customers.

▪ Assists Town Hall staff in various ways (i.e., accepting water payments, scheduling use of the meeting room, etc.)

▪ Assumes all other duties the Board of Trustees may assign.

REPORTING RELATIONSHIPS

Supervision Received: General direction is provided by the Board of Trustees. Supervision Exercised: Provides direct and indirect supervision through subordinate supervisors of all positions, employees, and functions within the Town of Poncha Springs. Provides broad direction, oversees policy and procedure standards, and evaluates supervisors' performance, direct reports, and program operations.

KNOWLEDGE, SKILLS, AND ABILITIES

Education and Experience: Any combination of education and experience equivalent to the completion of a Bachelor's Degree and Masters in business or public administration supplemented by a minimum of three to five years of management experience in a municipal government, including expertise with finance and revenue issues and direct experience in personnel management and community development. Experience with a statutory Colorado municipality is preferred. The Board of Trustees may vary these requirements on a case-by-case basis.

Knowledge of:

▪ Organization services and community resources.

▪ Colorado Water Law as it applies to the operations, functions, and procedures of a statutory Colorado town government.

▪ Colorado Law as applicable to the operations, functions, policies, and procedures of statutory Colorado Municipalities.

▪ Principles, practices, and techniques of public administration.

▪ Principles and techniques of organization management and supervision.

▪ Development, subdivision, and building permit plan review and land use, and land use regulation and general code enforcement.

▪ Project planning and implementation.

▪ Budget Law about Statutory Municipalities.

▪ Knowledge of Federal and State Employment Law.

▪ Knowledge of governmental accounting practices, financial reporting, and budgeting.

▪ English language, proper grammar, punctuation, and spelling in other oral and written communication.

▪ Operating personal computers and related equipment and software, including intermediate-level word processing, spreadsheets, and database software and management.

Ability to:

▪ Establish and maintain effective working relationships with other employees, representatives of other agencies and organizations, and community members.

▪ Maintain sensitive and confidential information.

▪ Achieve and maintain intergovernmental cooperation between the Town and other governmental and non-governmental entities.

▪ Work closely with County, State, and Federal agencies.

▪ Perform facilitation and mediation services.

▪ Assemble, organize, and present statistical, financial, and factual information derived from accurate and reliable original and secondary sources.

▪ Express ideas clearly and concisely, both verbally and in writing.

▪ Perform varied administrative tasks; determine the relative importance of each, set deadlines, and complete projects accordingly.

▪ Interpret and apply a variety of department policies and procedures.

EQUIPMENT USED Standard office equipment includes, but is not limited to, personal computers and associated hardware and software, telephones, copiers, calculators, and faxes.

WORK ENVIRONMENT Work is primarily conducted indoors, with occasional travel to external meetings and site visits. Incumbent experiences routine exposures and hazards of a typical office environment.

PHYSICAL AND OTHER REQUIREMENTS

▪ Visual and physical capabilities to work on computers and associated equipment for prolonged periods.

▪ Requires the ability to sit and perform administrative and computer work for significant periods.

▪ May involve the ability to move up to 25 lbs.

▪ The incumbent must frequently work after regular work hours to attend governmental meetings
