Position Summary

The (HR) Specialist is a non-exempt professional, responsible for coordination and management of specialized HR programmatic activities in the Human Resource Department, under the general direction of the Director of Human Resources. The primary purpose of this position is to perform a wide variety of duties in support of records management, training facilitation, and data management, the data processing function for the Human Resources Department, including entering, maintaining, auditing, and processing sensitive HRIS data. Monitor, track, and record training and development programs for city employees. Updating benefits information in the Human Resources Information System (HRIS).

  • Organizes and plans various forms of onboarding, orientation, and skills training for employees.
  • Suggest new procedures and policies for improving employee experience as well as the efficiency of HR department and City.
  • Ensures the timely implementation of database changes to ensure accurate payrolls.
  • Ensure compliance with local and national regulations and applicable employment laws, and update policies and procedures when necessary.
  • Recommend and develop employee relations practices to foster a positive employer-employee relations.
  • Plans and implements recordkeeping processes for permanent personnel records.
  • Maintains impeccable records of change request approvals.
  • Maintain employee records and paperwork.
  • Ensures the highest level of accuracy for data entered into HR data systems to ensure successful data audits.
  • Works closely with other City staff to review, develop, and maintain personnel policies, procedures and accompanying forms and documents.
  • HR information systems - At a beginning to intermediate level, is responsible for HR information systems and maintenance, and other automated HR functions.
  • Provides excellent customer service to external and internal customers including but not limited to effectively listening and communicating, providing accurate information, offering solutions, assisting in resolution, and ensuring timely follow up as needed.

Non-Essential Duties and Responsibilities: The following duties, although not essential to the position, are important components to the smooth and efficient operation of the Division, Department, and City.

  • May be required to perform duties of other HR staff, in their absence, as needed.
  • Represent employer in community and recruiting events.
  • Responds timely to employee verification requests from outside entities.
  • Performs other duties and special projects as requested by supervisor.
  • Flexible and able to work additional hours as may be required of the position.

  • Ability to learn City policies and procedures and interpret, explain, and apply them to personnel processes.
  • Strong computer knowledge and web skills including the ability to prepare a variety of communications materials, analytical reports, performance measurement, best practice/benchmarking skills and be able to post documents to the Internet / Intranet / HRIS.
  • Independent judgement and decision-making abilities are necessary to apply technical skills effectively.
  • Strong verbal and written communication skills in order to correspond with diverse individuals and to make effective public presentations and delivery of training curriculum.
  • Ability to write reports, prepare business letters, exposition and summaries with proper format, punctuation, spelling grammar using all parts of speech.
  • Demonstrated prioritization skills to manage multiple tasks and competing priorities.
  • Highly ethical and good understanding and appreciation of the confidential and sensitive nature of employee records, grievance and personnel investigation, negotiation preparation, etc.
  • Adept with a variety of multimedia training platforms and methods.
  • Ability to evaluate and research training options and alternatives.
  • Extremely proficient with Microsoft Office Suite and related program software.
  • Knowledge of national laws and regulations related to employment.
Requirements

Minimum Qualification(s):

Experience

  • At least one (1) year of recent, responsible, office experience.
  • At least one (1) year of direct customer service experience.
  • Experience in a position requiring strong interpersonal skills, ethics, and cultural awareness.
  • Experience in a position requiring problem-solving and some knowledge of HR procedures and policies.
  • Experience in a position requiring integrity, professionalism, and confidentiality.
  • Experience in a position requiring strong verbal and written communication skills.

Education

  • High School Diploma or equivalent education.

Licenses/Certifications

  • A valid, unrestricted driver's license by date of application, and a valid, unrestricted Colorado driver's license by date of hire.

Any acceptable combination of education, training and experience that provides the listed knowledge, abilities and skills may be substituted.


Preferred Qualification(s):

Experience

  • Proven success working in an HR department.
  • At least five (5) years of recent, progressively responsible human resources experience, with at least two years at a journey level or higher.

Education

  • Associate’s Degree in Office Administration, Human Resources, Social Sciences, or business field of study.

Licenses/Certifications

  • Any professional certification, such as HRCI-PHR or SPHR, PSHRA-CP or SCP, SHRM CP or SCP, or equivalent industry certification.

Physical Activities: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

  • Majority of work time will be indoors with low noise levels.
  • Physical demands of job require some lifting; pulling; carrying and pushing of objects –approximately 10 pounds.
  • Frequent bending, simple grasping, finger/manual dexterity, standing, walking, twisting upper body, stooping, and hearing.
  • Communicates verbally with City staff, outside agencies and the public in one-on-one settings, group settings and over the telephone.
  • Regularly required to sit, talk, hear, and see, using close and medium range vision.
  • Regularly required to view computer keyboards and monitors.
  • Frequently required to perform repetitive motions typing on computer keyboards.

Additional Information:

  • This position will typically work Monday – Friday but will flex to working weekends and evenings based on seasonal, organizational or event needs.
  • This position may be required to attend occasional City Council meetings and/or other meetings and events after normal work hours.
  • Travel within the City of Canon City and Fremont County will be required.
