Salary: $31,200 – $46,800 based upon ERSEA/Family Engagement experience and degree requirements  Includes excellent benefits include PTO, Health, Dental and Vision insurance!

Work Year:  195 Days;  Roughly follows the LCSD Calendar 

Reports To:  Preschool Director

SUMMARY: Conduct outreach and maintain funded enrollment for Head Start, tuition-based preschool and Colorado Preschool Program.  Develop and implement strength-based assessments and track outcomes.  Work with parent groups and provide training in leadership.  Serve as team member on an interdisciplinary team of professionals, representing family focus.  Research community resources and produce an annually updated resource guide.  Provide referrals, direct services and crisis intervention services to families.  Assist in program planning, shared governance and annual assessment of community needs.  Perform recordkeeping, tracking, correspondence, and phone contact duties.  Provide training to staff and parents.  Collaborate with community agencies and child care providers to ensure quality services.  Maintain confidentiality and professional boundaries.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  1. Oversee ERSEA policies, procedures and activities.  
  2. Coordinate recruitment efforts for children, ages  birth to 5, including children with disabilities, including families who are eligible under federal poverty level guidelines, and pregnant people.
  3. Keep a waiting list to maintain funded enrollment. 
  4. Enroll families in the Head Start/Early Head Start program, tuition-based preschool and Universal Preschool Program.  Obtain needed documentation  and complete required enrollment materials through an interview process with families.
  5. Coordinate and participate with the preschool leadership team to ensure seamless services to children and families from enrollment through program completion.
  6. Assist enrolled Head Start families with the development of a Family Partnership Agreement, defining strengths, challenges and goals to encourage the family’s life progress.  Provide follow-up to assure services meet the needs of the family.
  7. Participate in and facilitate regular communication with teachers to promote service integration for families and provide information on family strengths.
  8. Provide and track resources and referrals to families to obtain needed services, resources, education, or basic needs. Provide direct services including food, clothing, assistance with paperwork, emergency referrals, and crisis intervention.
  9. Establish and maintain good working relationships with community agencies, committees and boards serving families in Lake County.  Assist with developing and updating Collaborative Agreements with service providers and program partners. Assist in developing systems to improve the integration of all aspects of The Center Early Childhood programs, including recruitment, enrollment and early childhood services.
  10. Assist with the implementation of Head Start Parent Committee meetings (Family Fun NIghts) in partnership with other ECE programs to provide education to parents in their areas of interest.  Assist in the administration of Parent Activity Funds, as instructed by the Parent Committee.   
  11. Involve parents in the program in ways that enhance their abilities to support their children’s growth and development and promote the clear expectation that opportunities for involvement are intended to include fathers, mothers and other caregivers.
  12. Facilitate trainings for staff and the community in the areas of community resources. 
  13. Coordinate, train and serve as a resource to the Head Start Policy Council, to assure their duties are understood and carried out in accordance with Head Start shared governance requirements.
  14. Contribute to and participate in strategic planning, program self-assessment and other efforts to improve program services and agency responsiveness to families.CPR and First Aid certifications required within six months after hire.  Must obtain a physical and TB test within 30 days after hire. Must hold or obtain Director license for early childhood.
  15. Collaborate with the PK Secretary to determine communication and postings to go on the district website.
  16. Maintain confidential records, and perform record-keeping and internal and external reporting tasks in a timely and objective fashion.
  17. Track and record data for reporting results of program services
  18. Monitor attendance records and work with families to create attendance contracts as needed. 
  19. Participate in management team meetings to provide input, participate in on-going monitoring of program, support problem solving, and leadership of the program
  20. Prepare a monthly manager report.
  21. Attend school functions, trainings, & mandatory staff meetings.  Be aware of & knowledgeable about Head Start Performance Standards, State Childcare Regulations, Head Start, Universal Preschool Program and Center Policies and Procedures, Employee Handbook and Employee Code of Conduct.
  22. Perform other duties as assigned.

EDUCATION AND TRAINING Baccalaureate degree is preferred but not required, preferably related to family services, human services, counseling, social work or other related field.  CPR and First Aid strongly preferred.

EXPERIENCE 1-2 years experience in office skills and family services; Experience with ERSEA and family engagement preferred and part of salary placement

SKILLS, KNOWLEDGE, & EQUIPMENT  Good verbal and written communication, office, basic computer, interpersonal, basic math, and basic word processing skills.  Ability to relate with and respect people from all social, ethnic, and cultural backgrounds.  Working knowledge of community resources.  Must be self-motivated.  Operating knowledge and experience with general office equipment and microcomputers.

CERTIFICATES, LICENSES, & REGISTRATIONS  CPR and First Aid certifications required.  Must obtain physical and TB test within 30 days after hire.  

SUPERVISION/TECHNICAL RESPONSIBILITY   Acts as a resource for staff by providing training related to, community resources, and family strengths, and to parents by educating them on the program, enrolling them in the program, assisting with needs, coordinating the Policy Council Parent Board, and collaborating with District  programs to provide parent education.

JUDGMENT AND DECISION MAKING Daily work is self-directed, mandated by Head Start Performance Standards, and assigned as needed by the Preschool Director or in collaboration with co-workers.  Requires independent judgment, application of professional standards, knowledge of the program guidelines and mandates, and decision making skills to effectively make decisions regarding services to families, delivery of services, correspondence, forms, materials, and systems.  Serves as a member of the Preschool Leadership Team.  Decision making is guided by federal Head Start Performance Standards and local and District policies and procedures.  Decision making requires collaboration with the Director, other members of the Leadership Team, and staff as needed.  Errors in decision making could result in inefficient service delivery impacting families’ access to services, and improper enrollment procedures impacting children’s access to developmental opportunities and compliance with federal standards.  Supervisor is involved only in major decisions.

DIVERSITY OF DUTIES: Duties require cross training in public relations, record keeping, report writing, and community resources.  Duties extend within assigned building on a daily basis.

WORK ENVIRONMENT  While performing the duties of this job, the employee is occasionally exposed to high, precarious places due to climbing ladders to store items, and outside weather conditions.  The noise level in the work environment is usually moderate.

MENTAL FUNCTIONS  While performing the duties of this job, the employee is regularly required to communicate and use interpersonal skills.  Frequently required to compare, analyze, copy, coordinate, compute, synthesize, evaluate, compile, and negotiate.  Occasionally required to instruct.
