Job Description:
Mountain Valley Transit (MVT) is seeking a professional and experienced Operations Manager with a passion for operational excellence in support of serving the local community. The successful candidate will have a key management role in the organization leading our driver staff and our maintenance and vendor management programs. The incumbent will also be involved in process improvement initiatives and supporting the expansion of the organization.
GENERAL PURPOSE OF JOB
Independently the Operations Manager is responsible for the management of Mountain Valley Transit’s vehicle fleet and the people leadership of our drivers. The incumbent is also responsible for managing various programs and activities including but not limited to the vehicle maintenance program, corrective and preventive program, inspections, driver training, status reporting and regulatory compliance. Responsible for the management of assigned staff, including oversight for the effective completion of assigned tasks, and execution of performance management in accordance with company policies and procedures
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Responsible for the overall execution of fleet vehicle operations, planning, management, maintenance, and reporting.
- Create and manage a strategic maintenance vendor program to ensure all vendors are qualified for the services performed and fees and contracts are negotiated for Mountain Valley Transit’s Fleet.
- Create and manage a fleet procurement program in collaboration with the Executive Director and appropriate external vendors and agencies.
- Ensure effective engagement, inclusion, and collaboration with the Transit Coordinator.
- Perform the duties and responsibilities of the Designated Employer Representative (DER) managing the organization’s drug and alcohol testing program.
- Perform review and approval of all maintenance services performed on the Fleet in accordance with established policies and procedures with emphasis on adhering to budget approval requirements.
- Responsible for the management of regular vehicle inspections to include the identification of defects and the execution of performing or scheduling repairs as needed.
- Responsible for the development and management of a Fleet vehicle budget in collaboration with the Executive Director.
- Responsible for the development and implementation a scheduled maintenance program for every Fleet vehicle and provide the Executive Director a weekly report on the status of the Fleet.
- Responsible for the development and implementation of a Corrective and Preventive Action (CAPA) program for the Fleet to ensure all vehicles remain in a state of good repair, are safe for the passengers and drivers, and meet all Department of Transportation inspection and use requirements.
- Responsible for the daily management of routine maintenance and general repairs on Fleet vehicles, primarily focusing on oil changes, tire rotation and replacement, brakes, minor repairs, and adjustments.
- Perform the duties of the Non-CDL Driver position as needed and assigned when coverage for a scheduled route is unavailable.
People Leadership
- Perform personnel functions such as selection, training, evaluation, goal setting, performance management, corrective action, coaching and mentoring.
- Timely review and approval of all employee timesheets, time off requests, and absences.
ADDITIONAL POSITION REQUIREMENTS
- Perform minor maintenance on Fleet vehicles using common mechanic hand tools, pneumatic tools, and diagnostic equipment.
- Complete seasonal preparation activities for all Fleet vehicles to meet compliance and road conditions experienced on Mountain Valley Transit Routes.
- Ensure appropriate vehicles have tire chains, heating, and cold weather safety equipment to handle the snow, ice, and other hazardous conditions in the Fall and Winter months.
- Ensure appropriate heating and safety equipment for high temperatures and passenger comfort are in place for Spring and Summer months.
- Carries out duties in compliance with all federal and state regulations and guidelines.
- Successfully completes regulatory and job training requirements.
- Complies with all company and site policies and procedures.
- Remains current in profession and industry trends.
- Makes a positive contribution as demonstrated by: making suggestions for improvement and learning new skills, procedures and processes.
- Is available for other duties as required.
- Is available for overtime as needed.
SUPERVISORY RESPONSIBILITIES
- Direct supervision of all assigned drivers of the organization.
QUALIFICATIONS: EDUCATION and/or EXPERIENCE
- High School Diploma or GED.
- Must have five (5) years of operations management experience.
- Must have three (3) years of experience managing a vehicle maintenance program.
- Must have three (3) years of experience managing a CAPA program.
- Must have three (3) years of direct people management experience.
- Must have a valid drivers’ license.
- Must successfully complete and maintain all CDOT and Medicaid requirements including but not limited to background check, drug testing, and fitness for duty.
LANGUAGE SKILLS
- Read and interpret documents such as safety rules, operating and maintenance instructions, and standard operating procedure manuals.
- Develop, read, and interpret vehicle maintenance programs, maintenance logs, inspection reports, service orders and invoices, service contracts, and vehicle operating manuals.
REASONING ABILITY
- Define problems, collect data, establish facts and draw valid conclusions.
OTHER SKILLS, ABILITIES OR QUALIFICATIONS
- Demonstrated experience performing minor maintenance on commercial vehicles/
- Demonstrated experience performing vehicle inspections to include various vehicle systems including but not limited to powertrain system (engine, transmission, drivetrain), braking system, steering system, suspension system, electrical system, body and chassis, and safety systems.
- Demonstrated proficiency using various vehicle diagnostic tools and equipment.
- In depth understating of Colorado Department of Transportation inspection and driving requirements and expectations.
- Familiar with the implementation and management of both a maintenance and CAPA program.
- Ability to perform repetitive tasks while maintaining speed of work and attention to detail without loss to production.
- Ability to work with others in a team environment.
Computer skills:
- Work and be proficient with Google Workspace.
- Work and be proficient with Vehicle Maintenance Program software.

- While performing the duties of this job, the employee is frequently required to stand, walk, use hands to touch, handle or feel, and talk or hear.
- The employee is occasionally required to sit and reach with hands and arms.
- The employee must frequently lift and/or move up to 25 pounds.
- The employee must occasionally lift and/or move up to 50 pounds.
- Specific vision abilities required by this job include close vision and ability to adjust focus.
