Job Description:

The Human Resources Manager is responsible for applying business knowledge and human resource expertise. Position will provide a wide range of HR support and guidance to each department of the County. Potential hybrid work schedule. Successful candidates must possess the ability to play a key role in the success of the organization by offering guidance on recruitment, separations, performance management, professional development, employee relations, and HR best practices while facilitating a positive relationship between personnel and senior management.

General Duties & Responsibilities Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Essential Functions:

  • Partners with the leadership team to understand and execute the organizations human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
  • Provides support and guidance to HR staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
  • Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.
  • Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
  • Creates learning and development programs and initiatives that provide internal development opportunities for employees.
  • Oversees employee disciplinary meetings, terminations, and investigations.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

Supervisory Responsibilities Supervises the HR Specialist.

Requirements

  • Graduation from an accredited four-year college or university with a degree in business administration, human resource management with years of related experience preferred, or a minimum of 5 years human resources management experience in the areas of; training, personnel, benefits, workers compensation, safety, recruitment, record-keeping processes, compensation, and federal and state labor law.
  • Ability to learn and apply Human Resource Department policies and procedures and make appropriate decisions in a human resource setting;
  • Comprehensive knowledge of Colorado labor laws and human resources trends and best practices
  • Ability to follow-through on projects; report status of on-going projects to the County Manager and the BOCC as appropriate on a timely basis to ensure timelines are met and staff are informed;
  • Ability to use time efficiently and effectively to complete tasks, projects, or assignments and office procedures and practices.
  • Ability to communicate effectively and appropriately both verbally and in writing; excellent writing and speaking skills;
  • Ability to maintain composure under stressful circumstances;
  • Ability and commitment to support the County leadership goals, objective and organizational needs;
  • Demonstrate efficient and thorough work on a consistent basis;
  • Ability to review and analyze information and formulate logical recommendations;
  • Ability to respond effectively to the most sensitive inquiries or complaints;
  • Ability to make sound decisions and exercise accurate judgment;
  • Ability to provide appropriate feedback and recognition to staff;
  • Professionalism and the ability to be discreet with confidential and sensitive issues;
  • Ability to identify and resolve problems efficiently and effectively;
  • Ability to take the initiative to complete additional work assignments or projects without being asked;
  • Strong verbal communication, written communication, and organizational skills;
  • General office procedures; MS Excel, MSWord and general database reporting and management skills; HRIS.
  • Travel to conferences within and outside of the state of Colorado may be required.
  • Proficiency preferred in English and Spanish.

All Lake County Employees may be required to work as a Disaster Service Worker when a local declaration of emergency or disaster is declared by the Board of County Commissioners. To be prepared for this role, all employees and emergency service function (ESF) leads will attend emergency management trainings and exercises as requested by the Director of Emergency Management. With advanced notification from OEM, employees will make reasonable efforts to attend training events in coordination with other employees and supervisors.
