General Purpose:

Provides skilled manual labor as related to the assigned department in the construction, maintenance and repair of municipal natural gas pipelines and facilities.

Essential Duties and Responsibilities:

Note:  Regular and predictable attendance in the performance of this job is an essential function.

  • Performs unskilled manual labor as related to the construction, maintenance and repair of municipal natural gas pipelines, valves, meters regulator and related appurtenances as necessary.
  • Assists with the installation of new gas taps on pressurized gas mains, polyethylene pipe and fitting fusion bonding, installation of cathodic protection components and keeps written records.
  • Assists with cleaning trucks and shop grounds.
  • Uses and operates all tools and small equipment necessary to complete required tasks of the Gas Department.
  • Must sometimes work under adverse weather and work conditions. Heavy lifting may be required.
  • May be required to work extra overtime hours, weekends or holidays in the event of emergencies. Hours of work are generally 7:00am and 3:30pm Monday through Friday. Must respond to emergency call outs and participate in the “on-call” program.
  • Performs other related duties as assigned.

Job Qualifications

Required Education and Experience:       

  • High school diploma or GED required
  • Three (3) to six (6) month of related experience or training.
  • Additional vocational or trade school education is highly desirable.

Other Necessary Requirements: 

  • Must possess a valid current state-issued driver’s license, not under suspension, revocation or denial nor have any prior alcohol related driving offenses within the last five years. A class “A” Commercial Driver’s License (CDL) with air brake endorsement is required or must be acquired within six (6) months from date of hire at the applicant’s expense.
  • Successful candidates must pass a background investigation, drug screen and physical examination in accordance with job duties prior to employment.
  • Must participate in the City’s Drug & Alcohol program, including pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return-to-duty testing and follow-up testing.
  • Requires future certification in Operator Qualification (OQ) and Poly Pipe Fusion (PF).
  • CPR and First Aid training required.
  • Successful passing of a City Gas Department examination may be required to qualify for the position (passing criteria, date and time of test will be announced if necessary).

Necessary Knowledge, Skills and Abilities:             

Knowledge of:

  • Applicable laws, codes, ordinances, safety and health regulations related to natural gas distribution.
  • Occupational hazards and the necessity of safety precautions.
  • PHMSA regulations and emergency procedures and processes.
  • Computers and programs, utilities, and municipal operations.

Skilled in:

  • Managing situations requiring diplomacy, fairness, firmness and sound judgment.
  • Communicating clearly and effectively, both orally and in writing.
  • Safe work record and demonstration of a strong work ethic.
  • Strong organizational skills and a willingness to be pro-active and accept new challenges.
  • Building effective teams and providing efficient customer service.

The noise level in the work environment is usually moderate, but can be very loud at times.   

While performing the duties of this job, the employee is regularly required to stand; walk; use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl and talk or hear. The employee must on occasion lift and/or move up to 75 pounds with or without assistance. Requires the dexterity, agility and ability to lift and carry objects weighing up to 50 pounds without injuring yourself or others.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.  The employee is frequently exposed to moving mechanical parts and fumes or airborne particles. The employee is often exposed to outside weather conditions; risk of electrical shock, dampness, direct sunlight, dust, pollen, insect stings and animals.

Tools and Equipment Used:         

Personal computer, Microsoft Office Suite, and databases; phone; fax and copy machine.  Operation of heavy equipment such as backhoe, skid steer loader, dump truck, etc., and smaller power tools such as abrasive wheel cutters, air compressors with paving cutters, earth tampers. 

Supervision Received:

Works under the general supervision of the Gas Department Foreman and the Gas Utility Director.

Supervision Exercised:

None.
