The Mountain Valley Transit (MVT) Board of Directors is seeking an Executive Director to direct, manage, and expand transit and mobility management services within Colorado Department of Transportation (CDOT) Transportation Planning Region (TPR) 8. Counties represented in the region include Alamosa, Chaffee, Conejos, Costilla, Mineral, Rio Grande, and Saguache Counties.
Background:
As a small and growing regional transit agency, MVT works with local governments, regional, and state agencies and organizations to develop transit services, prepare and manage grants for such services, incorporate transit service planning into community development plans, and provide transit and mobility management for all segments of the population.
The incumbent will work closely with local governments, regional, and state stakeholders to implement a Mobility Management Network in TPR 8 that will focus on community transit by improving the coordination, capacity, accessibility, quality, and sustainability of mobility services region-wide.
The intended Mobility Management strategy will prioritize customer and community needs and work to meet those needs through coordination and collaboration with many other community groups, agencies and government organizations. The Executive Director is responsible for improving specialized transportation, particularly for older adults, people with disabilities, and low income individuals and families. The Executive Director will work to provide alternative transportation strategies for workforce commuters, tourists and visitors, and those looking to reduce their carbon footprint.
The incumbent will manage the existing services of the agency, while continuing to build a portfolio of services and improve the agency’s visibility and presence in the entire TPR 8.
This position is eligible for relocation assistance and a sign on bonus.
GENERAL PURPOSE OF JOB
Independently provide strategic leadership and management of all organization programs, systems, people and processes. Incumbent is also responsible for various strategic activities including but not limited to development and implementation of strategies for effective execution of Mountain Valley Transit mission and goals in alignment with the Colorado Department of Transportation seven-county San Luis Valley Transportation Planning Region (TPR). This includes directing, expanding, and managing the expansion of transit and mobility management services. Responsible for the management of assigned staff, including oversight for the effective completion of assigned tasks, and execution of performance management in accordance with company policies and procedures
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Operations
- In coordination with each of the Region’s local government’s elected and appointed officials in the seven-county SLV TPR, assist the SLV TPR in developing and implementing a customer-centered approach to transit access and coordination in the SLV TPR for older adults, low income families and individuals, people with disabilities, workforce commuters, tourists and visitors, and those looking to reduce their carbon footprint.
- Build relationships and coordinate with state, regional, and local officials, as well as with community leaders, to implement their transit needs; educate them about the needs, roles and benefits of regional / local transit services.
- Responsible for developing and maintaining mutually beneficial relationships in support of funding and policy development for local and regional transit services.
- Responsible for leading the Region 8 Regional Transit Council (RTC) by continuing development of its organizational infrastructure and capacity to effectively fulfill its mission. Efforts will include strategic planning, financial strategies, communication, and RTC recruitment and retention.
- Effective leadership of the RTC, which includes the planning and execution of periodic meetings, guiding strategy, coordination of services, and fulfilling the mission and obligations of the RTC.
- Develop relationships with transit-dependent and vulnerable populations in the region to address issues of access, and ensure their voices are heard and their needs are addressed.
- Research, develop, recommend, and manage strategies to increase transit ridership, including conducting outreach activities in the region to educate and train groups and individuals on how to access and use available transportation services.
- Prepare and facilitate community transit presentations to various groups, direct and oversee marketing and communications, including development and implementation of strategic marketing plans and campaigns, social media postings, and other strategic communications activities.
- Identify and research corporate, foundation, and governmental sources of funding for matching funds. Include opportunities to use “braided” funding streams. Ensure compliance with all grant required policies, procedures, and reporting.
- Responsible for development, management, and reporting of organization’s budget to include analysis, reporting, and compliance with grant requirements and financial regulations.
Business Management
- Responsible for timely and efficient completion of all certifications, reporting, data inquiries and audits.
- Must provide period reports to the Board of Directors (BOD) and respond to BOD inquiries in a timely and efficient manner.
- Attend, participate in, contribute to and add value to BOD meetings which will include presentations of progress to goals.
- Contribute to strategic planning and responsible for effective execution of the roles and responsibilities of the Executive Director role to achieve organizational goals.
- Primary point of contact and liaison with vendors, suppliers, service providers, government agencies, regulators, and the public.
People Leadership
- Management of all employment practices in accordance with federal and state laws.
- Oversee payroll management and administration.
- Perform personnel functions such as selection, training, evaluation, goal setting, performance management, corrective action, coaching and mentoring.
- Timely review and approval of all employee timesheets, time off requests, and absences.
ADDITIONAL POSITION REQUIREMENTS
- Assist with interagency coordination efforts to implement the transit elements of the respective regional Comprehensive plans, Human Services plans, housing plans, the CDOT SLV TPR strategic plans, and other related plans and initiatives.
- Annually create and update an inventory of available transit services in the region to be used in marketing these services to the public and other non-transportation service providers (e.g. TANF Counselors, public health departments, medical facilities, senior centers, etc.).
- Oversee and manage all Medicaid billing and compliance activities for the organization.
- Demonstrated experience with federal and state employment laws and regulations.
- Carries out duties in compliance with all federal and state regulations and guidelines.
- Successfully completes regulatory and job training requirements.
- Complies with all company and site policies and procedures.
- Remains current in profession and industry trends.
- Makes a positive contribution as demonstrated by: making suggestions for improvement and learning new skills, procedures and processes.
- Is available for other duties as required.
- Is available for overtime as needed.
- When required perform the duties and responsibilities of any position of the organization to ensure continuity of service and execution of organizational responsibilities.
SUPERVISORY RESPONSIBILITIES
- All assigned administrative and operational staff of the organization.
QUALIFICATIONS: EDUCATION and/or EXPERIENCE
- Bachelor’s Degree
- Five (5) years of experience in a non-profit leadership position.
- Five (5) years of experience leading a transportation service organization in accordance with state department of transportation regulations.
- Five (5) years of experience developing and maintaining relationships with federal, state, and local government and regulatory agencies.
- Three (3) years of direct people leadership experience.
- Three (3) years of experience managing an organization’s employment practices.
- Must have a valid drivers’ license.
- Must successfully complete and maintain all CDOT and Medicaid requirements including but not limited to background check, drug testing, and fitness for duty.
LANGUAGE SKILLS
- Read and interpret documents such as safety rules, operating and maintenance instructions, and standard operating procedure manuals.
REASONING ABILITY
- Define problems, collect data, establish facts and draw valid conclusions.
OTHER SKILLS, ABILITIES OR QUALIFICATIONS
- Familiarity with different transit modes and how they interact; familiarity with how transit services operate.
- Familiarity with how transit planning is done at federal, state, regional and/or local levels, including knowledge of the Federal Transit Administration (FTA) and the CDOT, FTA grants and program administration, federal contracting procedures, and the CDOT SLV TPR planning process.
- Familiarity with the development and implementation of a long-term vision as well as short and long-range plans for regional transit services.
- Experience conducting training for individuals or agencies.
- Basic understanding of policies and regulations that impact community transit services, including Americans with Disabilities Act (ADA) Medicaid, Medicare, the Affordable Care Act (ACA), etc. and Employment practice law for the administration of the workforce.
- Familiarity with human service transportation, including brokerage concepts and operations.
- Familiarity with technology integration, including various trip planning methods, assistive technology, and trip planning and wayfinding mobile applications.
Computer skills:
- Work and be proficient with Microsoft Suite including Word, Excel, and Outlook.
- Work and be proficient with Google Suite and Google Workspace.
- Work and be proficient with Intuit QuickBooks.
- Ability to perform repetitive tasks while maintaining speed of work and attention to detail without loss to production.
- Ability to work with others in a team environment.
PHYSICAL DEMANDS

TRAVEL
- Requires 25% regional travel.
- The position will require occasional long-distance travel and occasional night meetings.
