Location: Delta, CO.

Job Description:

Under general direction of the Wastewater Treatment Plant Manager, implements and coordinates an industrial pretreatment program, and provides regulatory oversight of the water, wastewater, and electric utilities to assure compliance with environmental regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Provides technical assistance in matters concerning possible environmental infringements. 
  • Monitors industrial and commercial wastewater dischargers to protect the wastewater treatment plant from illicit or slug discharges.
  • Develops and or maintains programs to comply with state and federal regulations; monitor and inspect grease and sand traps within the City’s service area, samples and inspects industrial, commercial and other discharges to the sewer collection system/ investigates suspected violations; keeps records.
  • Writes reports.
  • Serves as liaison with state and federal regulatory agencies.
  • Assist staff in monitoring, operation and troubleshooting the City’s sewage lift stations; keeps management and staff informed concerning water, wastewater, stormwater and environmental issues.
  • Assists sewage treatment plant staff on occasion with daily and or weekend routine operations; reviews data, monitors the water distribution system, assists in bacteriological sampling as well as sampling under the Lead and Copper Rule.
  • Maintains records and compliance with the Colorado Storage Tank Rule and the City’s Cross-connection Control Program, sends reminder testing notifications to facilities with cross-connection control devices.
  • Manages and assist the annual mailing or public notification of the water distribution Consumer Confidence Report.
  • Assists all municipal operations in compliance with air, storm water, hazardous waste, underground tanks and solid waste issues.
  • Water and sewer parts inventory, purchasing, parts acquisitions and monthly usage expense reporting to finance department.
  • Training coordination for Public Works staff for CIRSA, CCWP license retention, LTAP and Asbestos Awareness training.
  • Coordinates with GIS department on sewer and water map updates.
  • Weekly flushing and filling of 1MG tank, routine maintenance on CL-17 monitoring equipment.
  • Update, monitor and train staff on computerized equipment and programs associated with public works.
  • Field phone calls from public for missed trash claims, permits, contractor inspections and internal employee needs.

OTHER DUTIES INCLUDE:  Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES 

  • Assist the Public Work Crews as needed.

  • Knowledge of federal and state environmental protection regulations.
  • Ability to apply regulations to potential environmental related problems.

  • Ability to investigate possible violations, gather data, and prepare meaningful reports.
  • Ability to develop programs to assure compliance with state and federal regulations.
  • Ability to establish and maintain effective working relationships with other employees, the public, superiors, and other agencies.
  • Possess hand/eye/foot coordination adequate to use sampling and monitoring equipment, a computer, hand tools, and operate a vehicle.
  • Possession of a valid driver’s license. 
  • Will be required to successfully pass a pre-employment drug test and physical exam.

EDUCATION and/or EXPERIENCE 

  • Any combination of education and experience related to public works utilities operation and maintenance. 
  • Poses or ability to poses within 1 year of employment, class II, collection and distribution license. 
  • Class C water and wastewater treatment licenses. 

LANGUAGE SKILLS 

Proficient in English. Other Languages helpful.

MATHEMATICAL SKILLS 

Advance Math skills helpful.

  • Ability to talk and hear in person, by telephone, and by two-way radio, and to hear malfunctions of equipment.
  • Ability to stand, walk, sit, climb, bend, kneel, twist, reach, pick, ride and perform a wide variety of similar body movements.
  • Possess hand/eye/foot coordination adequate to operate power equipment, and to make repairs.
  • Ability to perform moderate/heavy physical work and to lift and carry 75 pounds regularly and 100 pounds occasionally.

  • Ability to wear PPE as required.

  • Will be required to successfully pass a pre-employment drug test and background check.
