About the Position:  
The City of Grand Junction seeks a team-oriented Engineering Utilities Supervisor to manage and supervise a team of Engineering staff focused on implementation of utility infrastructure projects. This position will be involved in planning, budgeting, design, permitting, and construction administration for a variety of water, wastewater, and stormwater projects.  The position will be expected to support positive working relationships with both internal and external customers.  If you are passionate about public infrastructure and are motivated by opportunities to accommodate a growing city, we encourage you to apply!  

About the Engineering Division: 
The mission of the Engineering Division is to evaluate and implement improvements, for the public infrastructure systems of the City of Grand Junction to maintain acceptable levels of service and accommodate future growth. The Engineering Division includes a team of engineers and industry professionals that help provide technical support and project management for all City Departments. The City has prioritized strong investments in the utility infrastructure throughout the community, which are primarily comprised of water, wastewater, and stormwater facilities. The City maintains a robust asset management system for utility infrastructure that is used to develop capital improvement plans consisting of preventative maintenance, rehabilitation, and replacement projects. The City prioritizes the asset management programs with capital needs for utility infrastructure to support growth and strives to provide a high level of customer service.

Duties

What You'll Do: 
  • Plan, prioritize, assign, supervise, and review the work of assigned staff; participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures. 
  • Administer, monitor and participate in the City's Capital Improvement Program for assigned systems; participate in the identification and prioritization of capital improvements for water and utilities, transportation, or other infrastructure systems.
  • Recommend and assist in the implementation of goals and objectives for assigned programs and functions; implement policies and procedures; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.
  • Oversee and administer projects from start to completion including design, review, public meetings, bidding, construction, and as-built and close-out phases; monitor progress and schedule changes; review and approve pay requests and payments for contractors; coordinate project related activities between engineering staff, contractors, utility companies, and the general public. 
  • Review plans, reports, and related documents of consulting engineers and private contractors for compliance with City standards and practices; conduct and review studies for new development plans and evaluate potential impact; assist a variety of outside agencies and representatives in the design and planning of improvements.

Qualifications

What We're Looking For: 

  • Six (6) years of professional engineering experience including one (1) year of administrative and supervisory experience preferred.
  • Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field. 
  • Possession of, or ability to obtain, a valid Colorado driver's license.

  • Possession of a registration as a Professional Engineer (PE) in Colorado.

Other combinations of experience and education that meet the minimum requirements may be substituted.
