Job Description

Perform a variety of professional and administrative duties in support of the Lake County Office of Emergency Management in the coordination of preparedness activities associated with the prevention of, protection from, response to, recovery from, and mitigation of incidents affecting Lake County. This position is particularly concentrated on revision, development, and testing of plans. Position also includes training others on plans. This position will require strong people skills and significant interaction with other City/County departments, special districts, County citizens, non-profit organizations, local, state, and federal agencies.

Essential Functions

  • Research and analyze plan development criteria and standards
  • Use, integrate, and comply with the five National Planning Frameworks when developing and updating local plans. 
    • Local plans include but are not limited to THIRA, HMP, Recovery Plan, Evacuation and Re-Entry. Emergency Support Function checklists and job aids, and Alert and Warning.
  • Ensure new plans, job aids and checklists are included in the Plans Tracking Document and, updated every two years and revision and exercise dates are included in the Plans Tracking Document.
  • Develop community engagement and preparedness campaign, working with local partners such as school district, non-profit organizations, and local emergency services
  • Organize, coordinate, and collaborate with agency representatives and the Whole Community during plan development and implementation.
  • Assist with long term direction and vision of the Office of Emergency Management through development and maintenance of the strategic plan.
  • Serves as the Office of Emergency Management point of contact if the Director is unable (with the County Manager taking on Director's responsibilities)
  • Training and supporting the development of the Operations, Plans, Logistics, Finance and Admin Section Chiefs Responsibilities as assigned in the Emergency Operations Center.
  • Perform emergency support functions in the Emergency Operations Center when activated during emergencies and act as lead ESF for any function not represented.
  • Assist with planning, coordination and execution of monthly EOC training and exercises
  • Ability to work in stressful situations.
  • High performer with a strong degree of professionalism, efficiency, self- motivated and good judgment.
  • Perform other related duties and responsibilities as required.

Supervisory Responsibilities

May supervise Office of Emergency Management/Emergency Operations Center (EOC) volunteers and staff, and provide guidance to National Voluntary Organizations Active in Disaster (VOAD) group liaisons.

Requirements

  • A four-year baccalaureate degree in a related subject area
  • 1-year real world experience with the incident command system through Emergency Management, Emergency Response (ex: Fire Service, Police, Medical Response, Search and Rescue), or equivalent military experience in planning and executing missions in response to disasters or another closely related field
  • Working knowledge of the National Response Framework (NRF) and the National Incident Management System (NIMS)

Desired Qualifications and Knowledge

  • The following Incident Command System (ICS) and National Incident Management System (NIMS) certifications or ability to complete within 6 months of hire (1 year for ICS 300/ICS 400):
    • ICS-100: Introduction to the Incident Command System
    • ICS-200: Basic Incident Command System for Initial Response
    • ICS-300: Intermediate ICS for Expanding Incidents
    • ICS-400: Advanced ICS Command And General Staff – Complex Incidents
    • IS-700: Introduction to NIMS
    • IS-800: Introduction to the National Response Framework
  • FEMA Professional Development Series or ability to complete within 6 months of hire. Includes:
    • IS-120: An Introduction to Exercises
    • IS-230: Fundamentals of Emergency Management
    • IS-235: Emergency Planning
    • IS-240: Leadership and Influence
    • IS-241: Decision Making and Problem Solving
    • IS-242: Effective Communication
    • IS-244: Development and Managing Volunteers
  • IS-29: Public Information Officer Awareness, or ability to complete within 6 months of hire
  • E/L0105: Public Information Basics, or ability to complete within 1 year of hire
  • A valid Colorado driver’s license, or ability to obtain within two weeks of hire
  • Preferred bilingual in English and Spanish
