Job Description:

Under general direction of the County Attorney, assist in providing legal advice, representation, and legal services to the Lake County Board of County Commissioners, County agencies, departments and other elected officials as requested and approved.

Essential Functions

  • Provide counsel and legal representation for Lake County in various matters, policy review, and general legal advice regarding pending issues under consideration by the County.
  • Assume responsibility for legal matters handled by the County Attorney’s Office, including but not limited to the following:
  • Property tax matters and appeals.
  • Responses to public records requests.
  • Review of land use applications and enforcement of the County’s Building and Land Use Code and Regulations.
  • Review contracts, draft resolutions, ordinances, property transactions and other legal instruments for legal sufficiency.
  • Otherwise perform tasks related to providing legal advice and representation of the County, its elected and appointed officials, departments and agencies.
  • Handle various litigation matters, including without limitation draft and respond to motions; research legal issues; analyze cases; prepare cases for hearings/trials and present evidence, including witness testimony at various hearings, adjudicatory trials.
  • Review and monitor case law, statutes, legislation, and regulations having a possible application to the County; conduct legal research.
  • Prepare legal briefs, reports, records, and correspondence; make presentations to groups and individuals; review, interpret, recommend, and prepare policies, procedures, leases and contracts, and other documents.
  • Perform other related duties as assigned.

Supervisory Responsibilities

May delegate tasks, instructions, and assignments to administrative staff as needed and, if necessary, to other staff in consultation with the County Attorney.

Notice of Emergency/Disaster Responsibilities

All Lake County Employees may be required to work as a Disaster Service Worker when a local declaration of emergency or disaster is declared by the Board of County Commissioners. To be prepared for this role, all employees and emergency service function (ESF) leads will attend emergency management trainings and exercises as requested by the Director of Emergency Management. With advanced notification from OEM, employees will make reasonable efforts to attend training events in coordination with other employees and supervisors.

Requirements

Minimum Qualifications

  • Any combination of experience and training which provides the applicant with the level of required knowledge and abilities will be considered.
  • A Juris Doctor from an accredited law school, with a record of strong academic performance.
  • Three to five years of licensed legal practice with county, municipal or other local government experience preferred.
  • Membership in good standing with the Colorado State Bar.

  • Desires and is motivated to work in a results-driven, mission-oriented, fast-paced professional environment.
  • Has the ability to independently handle legal matters on behalf of the County.
  • Has the ability to organize and express ideas through excellent oral and written communications to a wide variety of audiences, particularly a demonstrated proficiency with written and oral advocacy.
  • Has the ability to focus proactively on risk management and problem avoidance.
  • Has the ability to find workable solutions to problems either independently or in collaboration with the County Attorney.
  • Has experience making timely analytical, unbiased, and reasoned professional judgment, and the ability to accept and support decisions of the County in a positive manner, but at the same time provide candid advice and counsel to the County.
  • Has the proven ability to be a good listener and communicator, both orally and in writing.
  • Has the ability to provide high quality, timely, accurate and responsive work product.
