ANNUAL SALARY: Position is a salaried position with an annual wage range of $33,280.00 up to $38,480.00 annually after successful completion of ninety (90) day probationary period. (Salary will be $2,717.87 up to $3,142.53 per month during 90-day probationary period).

BENEFITS: The following benefits are offered as a full-time permanent employee: Health Insurance, Retirement Plan, Paid time off (PTO)/Vacation after 90 day probationary, Sick (immediate access), Personal Leave (16 hours)(provided to FTE every January).

LOCATION: This position is onsite only.

PRIMARY RESPONSIBILITIES

This position receives assignments from the Lead Child Support Technician and Supervisor for support services to assist the division in the provision of daily routine tasks and client services. This position requires computer data entry skills (including but not limited to court hearing notes) so as to accurately enter required case information into the ACSES system upon intake and for ongoing cases as assigned. Position also requires management of case files; filing and scanning documents, completing required forms, making copies, greeting clients and providing customer service (including client payment processing and issuing receipts), or other items as assigned.

DUTIES INCLUDE THE FOLLOWING AND/OR OTHER DUTIES AS ASSIGNED:

Develops and implements a compliance review process to ensure the organization operates in accordance with state and federal laws regarding child support cases under guidance of CSS Supervisor and DHS Legal Counsel.

Maintains up to date written documentation related to programming activities and issues encountered.

Determines compliance metrics and establishes a system for tracking them.

Assists supervisor in identifying concerns and areas of improvement in relation to technician performance. Works, under the direction of the supervisor, with individual technicians to retrain (PRN).

Remains up to date on federal and state laws related to the organization, programming, and assists in updating policies and practices accordingly.

Is responsible to interview clients to obtain appropriate information on non-custodial parent, determination of current court orders for support, location of non-custodial parent with regard to income and resource information.

Establishes support orders and settlements with absent parents; analyzes financial affidavits; prepares stipulations for child support orders based on Colorado guidelines.

Reviews information provided by the client and researches case records to determine current status, legal case history and determines the most appropriate legal procedure applicable; judgment stipulations, preparation of wage assignments, garnishments, and works with employers to ensure follow-up.

Monitors child support payments and follows up as necessary and performs modification to child support orders as requested by either party. Coordinates and monitors buccal swab paternity testing procedures while ensuring that legal requirements are met.

Prepares documentation and cases for presentation in court hearings; assists the county attorney at court hearings; and consults with attorneys on irregular or difficult cases. Initiates and receives communications both written and verbal, to and from clients, district courts, public and private agencies.

Requires the following state certification or certificate of completion: holding administrative hearings; guideline calculations for support, new worker training, IRS safeguarding and effective March 1, 2022 this position will also require certification in enforcement remedies.

Language Ability:

Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.

Math Ability:

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills:

To perform this job successfully, an individual should have knowledge of word processing software, spreadsheet software, payroll systems, human resource systems, database software, state defined case management systems.

Education/Experience:

Associate's degree (A.A./A.S.) from two-year college or university; with an equivalent of thirty (30) semester or forty-five (45) quarter hours in human behavioral sciences or related courses.

Minimum two (2) years of professional office management experience.

PREFERRED QUALIFICATIONS:

Bachelor’s Degree in Social Work or Human Service Related field from an accredited college or university or a Bachelor’s degree in one of the behavioral sciences.

Two (2) years of direct experience in Child Support Services and direct supervision of staff.

Bilingual in English and Spanish helpful but not required.

Knowledge of judicial processes and execution of State department mandates.

Possess current certification in administrative procedures by the State of Colorado Office of Child Support Services.

Have a minimum of 2-3 years experience in Child Support Services and direct supervision of staff.

PHYSICAL DEMANDS: Position requires substantial movement with respect to repetitious standing and sitting within the office area and in the public. On occasion, may be required to lift light to moderately heavy loads.

ADDITIONAL REQUIREMENTS:

Must possess a valid driver’s license, reliable transportation, and specified car insurance.

Must be willing to travel to rural areas of the county and out of town as needed.

Must be able to successfully pass a criminal background check and drug screen.

Must be able to attend required out of town training and staff development activities.

Will be required to provide a driving history if a position is offered.

A professional and appropriate dress code is in effect for all employees of the office.
