Job Description:

Under the direction of the Administrative Commander, the Code Compliance Officer works closely with other city staff and citizens of the community in the compliance of city codes and ordinances. Provides enforcement pertaining to municipal codes and/or zoning violations. Coordinates inspections and investigations of violations and initiates compliance letters and/or citations. Initiates abatements when warranted and posts properties for official actions.


Essential Functions:

  • Receive and process complaints of violations, gathers information and evidence, conduct inspections of reported violations, work with property or business owners, city staff and others in order to obtain compliance with code requirements.
  • Responsible for coordination and scheduling of contracted weed/junk abatements.
  • Answer inquiries from the public related to compliance with zoning regulations and respond to citizen complaints regarding potential code violations.
  • Investigate and determine existence and type of zoning, housing, signage, health, noise, public safety, property maintenance, weed and junk abatements or nuisance code violations.
  • Recommend corrective actions to bring about compliance; determine time frames for compliance achievement; issue notices of violations and citations.
  • Keep accurate records, including but not limited to computerized files on the status of complaints and violations; work closely with the city attorney?s office for the issuance of municipal court summons, prepare evidence and provides testimony for violations that are directed to the Municipal Court.
  • Using electronic and manual files, locate and identify property owners for violation notification, abatement and subsequent billing.
  • Serve subpoenas for municipal court proceedings.
  • Conduct parking enforcement within the city limits of Montrose.

Job Requirements:

  • High school diploma or general education degree (GED), two (2) years college, two (2) years code enforcement experience, or any equivalent combination of education and experience.
  • Knowledge of city, county, state and federal laws, codes and ordinances pertaining to land use, zoning, health, public safety, animal regulations, fire, traffic, and public nuisance.
  • Must be proficient in the use of desktop computer including MS Office products, departmental software and the Internet.
Licensures & Certificates (must be active and current.):
  • American Association of Code Enforcement (AACE) or Colorado Association of Code Enforcement Officials (CACEO) Basic and Advanced certifications preferred.
  • Current Colorado driver's license with acceptable record.
Physical Requirements and Work Environment:
Moderate physical work requiring ability to lift a maximum of 50 pounds; occasional lifting, carrying, walking and standing, hand/eye coordination for operation of personal computer; vision for reading and preparing written reports and documents; frequent speech communication, hearing and listening to maintain communications with employees and citizens. The employee frequently is required to climb or balance and stoop, kneel, crouch, or crawl. Works primarily in clean, comfortable environment. Outside work, with exposure to outside elements. Requires driving and walking during inclement weather. Subject to many interruptions and pressure due to multiple calls and inquiries. Must be able to remain calm in stressful situations; be able to cope with and work with irate citizens.
