Job Description:

Under direct supervision from the Town Engineer, this position performs a full range of moderately complex to complex tasks of technical, professional, and administrative work to support the Town Engineer.

Essential Duties and Responsibilities

Engineering

  • Assist with general civil engineering construction, private development engineering plans, and documents for conformance with Town design and construction standards, codes, and ordinances.
  • Perform or assist with plan review, specifications and required submittals for private development projects such as street, water distribution, sewer collection and storm drainage system. 
  • Assist with developing, reviewing, and updating municipal infrastructure database.   

Project Management

  • Provide technical direction, project management, and assistance to developers, consultants, external agencies, and staff regarding right-of-way improvements and public projects. 
  • Estimate project schedule, material take off (MTO), and cost estimates for Town right-of-way construction projects. 
  • Conduct inspections of work-in-progress and ensures projects are completed in compliance with applicable codes, regulations, and standards. 
  • Provide technical support to the Town Engineer, Street and Utility Superintendent, Water/Wastewater Superintendent, and Public Works Director

Resource and Environmental Management

  • Perform or assist with environmental monitoring, permitting, compliance, and impact mitigation activities for public and private development. 
  • Assist wildlife and natural resource management within the urban boundary in accordance with Town Land Use Code.

Administrative

  • Review permit applications for work within Town rights-of-way.
  • Ensure project documentation tracking; prepare and present reports on projects. 
  • Perform research, analyze findings; prepare recommendations for infrastructure planning needs.
  • Respond to and resolve citizen inquiries and complaints regarding engineering projects and the infrastructure.
  • Provide administrative support to the Public Works Director and Town Engineer.

MINIMUM QUALIFICATIONS (Education/Experience/Licenses/Certifications):

Level I: B.S. in Engineering or Project Management or closely related field and 2 years of relevant engineering, project management, and construction management experience, or equivalent combination or education, training and experience; valid driver’s license.

Level II: additional to level I, Engineer-In-Training (EIT) certificate or Project Management certificate required.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

Knowledge of: Engineering, hydrology, surveying, mathematical and other ordinary sources of engineering information; project and asset management; CAD drafting procedures and methods; computer software including ArcGIS; familiarity with applicable local, state and Federal laws and regulations, green infrastructure guidelines and applications and low impact development

Skill in: Ability to read and interpret graphic data, blueprints, engineering plans and maps; apply civil and environmental engineering principles, practices and methods to municipal venue; construction specifications preparation and inspection; cost estimate complex projects; understand, interpret, and apply regulations and legal descriptions; develop technical reports and computations; effective written and oral communication and advanced problem solving skills; develop and maintain effective working relationships with Town staff, contractors and the public; assess and prioritize multiple tasks and demands. 

Environmental Factors:

Work is performed primarily in a standard office environment and in and around the Town’s buildings and facilities. Routine field work on construction sites, water and wastewater processing sites and in natural setting of high mountain environment. Work performed outdoors is performed in adverse weather conditions; and is performed with high UV rays in the summer and cold temperatures in the winter.
