Description of Job

This Correctional Support Trades Supervisor II (CSTS II) is the Boiler Operator Lieutenant at a Canon City Correctional Facility. Primary responsibilities include but are not limited to: ensuring the safety and security of the general public, staff and inmates; ensuring safe, efficient and compliant operation of facility Boiler House systems and supervising assigned staff and inmate work crews. This position promotes the Colorado Department of Corrections Mission, Vision and Values with honesty, integrity and commitment.

Safety and Security -  This position maintains the safety and security of facility and work sites; through clear and accurate communication; trains and guides staff and inmates in the proper use of controlled items, keys, tools, equipment and chemicals. Through conscientious observation, clear communications and adherence to agency Administrative Regulations, facility Implementation Adjustments, Operational Memorandum, and the Code of Penal Discipline, this position promotes a safe and secure environment.

This position is subject to facility call back or working additional hours or shifts to maintain safety and security.

Supervision – This position provides safety and security through the supervision of assigned staff who supervise and train inmate workers, promoting a high level of performance by setting the work standard according to agency mission, vision, and values. This position trains and instructs staff and inmates in the appropriate use of all relevant tools, equipment and procedures to ensure efficient, safe, and effective completion of assigned tasks by stressing safe construction practices and the proper use of Personal Protective Equipment (PPE) for self, staff, and inmates; and by exemplifying a professional workforce that embodies honesty, integrity and ethical behavior.
 
Staff Supervision – participates in the hiring process by interviewing candidates and making recommendations; by preparing and conducting performance plans and evaluations;  Assigns tasks, monitors and inspects work progress and ensures assigned staff receive required training;  position coaches and mentors staff in regards to agency supervision and other processes in preparation for career growth and opportunity.
 
Inmate Supervision – This position participates in the interview and hiring process in order to ensure appropriate placement of inmates on work crews and that training needs are met; ensures inmate workers are trained in all aspects of Boiler House operations (correct methods, tool use and care, reading blueprints, and project planning); while monitoring project progress, inspecting work and ensuring timely completion of tasks. This position ensures inmate evaluations are complete, tracks and calculates inmate hours and pay, creates, schedules, and assigns tasks, and resolves informal grievances according to agency policy while reducing inmate idleness and creating real life work opportunities that prepare inmates for community reentry.

May  provide supervisory duties in the absence of other supervisors.

Operations – This position ensures the safe, efficient, compliant and cost effective execution of assigned tasks and projects by performing "hands on" instructional work alongside staff and inmates. This position is responsible for facility boiler house, water treatment plant and assists with HVAC systems, ensuring proper operations through constant monitoring, testing, recording, and certifying, and by completing corrective, preventive, and predictive maintenance, and routine inspections of those systems.  
 
Position coordinates logistical support with other trades and shops in order to use resources efficiently; monitors progress and quality of work; completes required documentation such as work orders and incident reports; provides assistance as necessary to other operational areas of the maintenance department.

 This position ensures all work completed is in compliance with the American Correctional Association (ACA) and any other applicable agency; local, state or federal regulations, policy, and standards; maintains accurate and timely documentation and record keeping for all assigned areas. Reviews historical data, obtains vendor price quotes when planning projects, and ensures resources and supplies remain within allotted budget. With prior purchase approval and in accordance with fiscal rules and policies, this position maintains supplies by determining quantities of spare parts and material to be kept on hand and performing periodic inventories to ensure availability and determine usage. This position implements procedures for efficient inventory and elimination of theft, waste, and loss and initiates requisitions for additional supply purchases, insuring accountability and proper processing.  This position updates drawings and maintains records, files, and drawings, ensuring the availability of maintenance manuals pertinent to this field of expertise.

Position may be assigned to assist other trades supervisors and crews.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


MINIMUM QUALIFICATIONS: 
Experience must be clearly described within the work history and job duties section of your application to meet this requirement. Please note that any work experience less than full time will be prorated.  

Five (5) years of employment experience in boiler operations performing preventive, predictive and corrective maintenance.

OR

Applicant may meet the five (5) year requirement with a combination of work experience as follows:

A minimum of three (3) years of employment experience as described above may be combined with Building/Equipment Maintenance and/or Correctional experience.

Building/Equipment Maintenance - includes planning, estimating and performing a variety of "hands on" trades such as carpentry, plumbing, HVAC, welding, machinery/equipment repair and/or electrical on residential, commercial or agricultural structures.

Correctional Experience - must be security related duties where primary responsibilities throughout a shift, include monitoring and controlling offender movement throughout their daily schedules, discovering and preventing contraband and responding to emergencies; ensuring proper key/tool/chemical/equipment control, use,storage and accountability; advising inmates in matters concerning work, programs, appropriate behavior and decision making in order to prepare them for successful community re-entry.

Substitution:
Completion of formal education at an accredited, non-correspondence trade/vocational school, college or university that resulted in demonstrated competencies equivalent to those gained through the required experience may be substituted for the experience on a year for year basis. If you are using education as a substitution, you must attach transcripts showing the name of the institution, your name and student ID, the degree and date awarded.

  • Determination to follow policy and provide efficient, effective service while utilizing state resources responsibly;
  • Ability to perform intermediate computer keyboarding skills, manipulate computerized inventory module and communicate via computer based e-mail;
  • Ability to effectively work with inmates through daily supervision and instruction while working in a variety of settings;
  • Ability to respond to emergency situations involving inmates or maintenance issues;
  • Ability to climb stairs and ladders and work in high, tight and confined spaces;
  • Ability to read and comprehend the English language; 
  • Ability to effectively communicate fluently in English both verbally and in writing.
PREFERRED QUALIFICATIONS: 
  • Active Colorado Stationary Engineer Certification 
  • Active Colorado Journeyman or Master Plumbing License
  • At least one (1) year of experience providing work lead or supervisory duties in correctional physical plant operations, that may have included assigning tasks, creating schedules, training, monitoring work and hours.

  • Successfully pass all modules of the Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics;

  • Possess the physical ability to successfully complete Defensive Tactics;

    • Lift arms above head and kick as high as own waist;

    • Stabilize another person to accomplish a controlled take down;

    • Use arms, palms of hands, shins, and feet to deliver blows;

    • Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;

    • Swing a baton in a striking technique;

    • Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;

    • Get down on one or both knees and up again with multiple repetitions;

  • Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;

  • Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;

  • Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;

  • Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;

  • Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;

  • Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner;

  • Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders;

  • Communicate by talking, listening and/or signaling people to convey or exchange information, assignments;

  • Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;

  • Willing and able to travel;

  • Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule;

  • TB (tuberculosis) screening is required of all new employees upon hire;

  • Employees may be required to submit to regular serial testing and reporting for COVID-19.

 

Successful completion of a background investigation is required. Should applicant’s background reveal criminal charges, it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.

The CDOC is committed to a work environment free from illegal drugs and alcohol. Employees (see exception below) may use marijuana in their personal time but are prohibited from working while under the influence of any substance, including marijuana. A drug test will be administered to all new employees; employees must successfully pass.  Random drug screening will occur throughout employment. 

Exception: Peace Officer Standards and Training (POST) certified employees are prohibited from the use of marijuana. Health care professionals must check their licensing requirements regarding marijuana use.
