SUMMARY: Under the general supervision of the Finance Director, this position is responsible for a variety of accounting and bookkeeping tasks including accounts payable, receivable, and billing.

  • Salary Range: $56,276 - $75,972 DOE

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Billing

  • Adjust, establish, input, and maintain utility billing customer data
  • Prepare utility bills by using billing software
  • Coordinate, schedule, and troubleshoot meter reading
  • Review and verify trash and recycling billing
  • Coordinate, schedule, and troubleshoot water meter reading with the Water/Wastewater Division
  • Explain billing procedures and assists the public with questions and complaints
  • Pursue collection of delinquent accounts
  • Prepare reports monthly, bi-monthly, annually
  • Analyze and review data

Accounts Payable (AP)

  • Review, input, process, and verify AP invoices
  • Issue payments to vendors; maintain records of assigned vendors; set up new vendors in the system; process changes to current vendor information
  • Maintain bookkeeping and accounting control records; maintain electronic AP filing system
  • Perform appropriate bookkeeping/cashiering/purchasing functions in the preparation, classification, coding, recording, and/or processing a variety of accounting documents by examining invoices, travel expense claims, and purchase orders prior to payment
  • Maintain databases of independent contractor and contractors with workers required documentation

Accounts Receivable (AR)

  • Assist the public with explaining sales tax procedures, answers questions, and fields complaints
  • Enter deposits and verifies cash balances
  • Work with sales and use tax system to:
    • Assist customers
    • Perform regular account maintenance including filing frequency, reconciliation, account closures, amendments, and assigning manual tax forms
    • Collaborate with external sales tax auditors
  • Pursue collection of delinquent accounts; stays current with payment plans

Cash Receipting

  • Research and verify general ledger revenue accounts; confirm correct accounting codes with other departments when necessary
  • Perform general cashiering duties for all monies, including verification and cash balancing
  • Process daily deposit and reconciles daily cash receipting

Administrative Support

  • Scan documents and relevant information to file electronically
  • Provide back up for basic accounting tasks
  • Assist staff with payment history research
  • Maintain technical knowledge of Excel, financial software and other relevant accounting functions
  • Welcome and direct visitors to appropriate departments at Town Hall
  • Receive deliveries; pick up, sort, and distribute incoming finance mail; maintain and order office supplies
  • Other tasks and special projects as assigned

Safety

  • Works safely to prevent accidents
  • Inform supervisor of unsafe working conditions

 

MINIMUM QUALIFICATIONS (Education/Experience/Licenses/Certifications):

High school diploma or equivalent; with one (1) to two (2) years relevant experience in data entry, billing, accounting and administrative work required.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

Knowledge of: bookkeeping, billing, internal controls, and auditing standards; governmental accounting principles and practices; tax preparation and compliance; familiarity with accounting software; modern office practices and procedures, Microsoft Word and Excel.

Skill in: performing arithmetic computations accurately; organizational skills and attention to detail; use of computers and various software programs; adaptability to changing technologies; oral and written communication; ability to read, interpret and apply established internal rules, procedures, and policies; tracking, collecting, analyzing, and reconciling accounting data; working cooperatively and effectively with the public, employees, and surrounding departments; maintain detailed and accurate financial records.

Environmental Factors:

Work is performed primarily in a standard office environment and in and around the Town’s buildings and facilities.

Physical Factors:

While performing the duties of this job, the employee is often required to sit for extended periods of time; may occasionally be required to lift and/or move items weighing up to 20 pounds.
