Job Description

Job Type: Full time, Hourly

Wage: $20-$25/hr. 

Location: Canon City, CO.

Job Description:

Administer policies relating to accounting and payroll activities. Applies principles of accounting to analyze financial information and prepare financial reports for numerous UAACOG programs, Federal, and State agencies. Must effectively operate computer programs for data input and retrieval utilizing accounting software packages.

Essential Duties and Responsibilities:

Accounting

o Must have the ability to comprehend complex directions from state and federal agencies. Must meet deadlines set out by the state agencies as well as follow accounting policies and procedures.

o Must have working knowledge of Uniform Guidance regulations

o Responsible to keep Finance Director informed of program progress and conditions which could affect the agency.

o Compiles and analyzes financial information to prepare entries to accounts, such as general ledger accounts, documenting agency transactions.

o Determines proper handling of financial transactions and approves transactions within designated limits.

o Monitors compliance with generally accepted accounting principles, Uniform Guidance, and agency procedures.

o Reviews, investigates, and corrects errors and inconsistencies in financial entries, documents, and reports. Identifies and resolves problems and inconsistencies, determining appropriate corrective procedures.

o Makes recommendations regarding the accounting of reserves, assets, and expenditures.

o Collects appropriate data and prepares federal, state, and local reports, including year-end 1099 forms.

o Verifies and posts details of agency transactions, such as funds received and disbursed and totals accounts to ledgers or computer spread sheets.

o Prepares vouchers, invoices, account statements, reports and other records and reviews for accuracy. Codes data for input to financial data processing system.

o Reconciles general ledger accounts with various registers. Reconciles bank statements monthly.

o Reconciles report discrepancies and problems.

o Assists employees, vendors, clients, or customers by answering questions related to accounts, procedures, and services.

o Prepares accounts payable checks when necessary.

o Participates in preparing the auditing materials requiring analyses of supporting documents and ensures that all entries are entered into the system properly and in a timely manner.

o Communicates and coordinates accounting policies, practices and procedures with department managers, vendors, reporting agencies, clients and the public.

o Examines work for exactness, neatness, and conformance to policies and procedures.

o Performs other related duties and responsibilities as required.

o Prepares and submits government-mandated reports.

o Maintains knowledge of and analyzes government accounting regulations and prevailing practices.

o Prepare monthly, quarterly, and annual reports to funding agencies.

o Performs other related duties and responsibilities as required.

Payroll

o Serve as lead employee to set up and maintain the time keeping software and have a working knowledge of the accounting software.

o Processes bi-weekly payroll, as per established procedures and requirements.

o Collects appropriate data and prepares federal, state, and local reports, including quarterly 941 forms and yearend W-2’s.

o Reconciles payroll report discrepancies and problems.

o Examines work for exactness, neatness, and conformance to policies and procedures.

Prepares and submits government-mandated reports.

o Interprets company policy and government regulations affecting payroll procedures.

o Calculates amount of employee’s paycheck deductions for benefits and resolves discrepancies.

 o Records new or changed pay rates in computer files.

o Prepares paychecks.

o Reviews and approves payroll deductions.

o Compiles payroll data such as hours worked, taxes, insurance, voluntary withholding, and wage assignments to be withheld, and employee identification number, from time sheets and other records.

o Reviews wage computed and correct errors to ensure accuracy of payroll.

o Records changes affecting net wages such as exemptions, insurance coverage and wage assignments for each employee to update master payroll records.

o Respond to requests for data.

o Respond to inquiries and requests from employees in a timely manner.

o Performs other related duties and responsibilities as required.

Loans

o Lead employee to set up and maintain the loan software.

o Collects appropriate data and prepares federal, state, and local reports, including yearend 1098 forms. Monitors loans receivable to ensure that payments are up to date.

o Reconciles loan report discrepancies and problems.

o Enters finalized cash receipts and updates loans receivable ledger by customer number.

Examines work for exactness, neatness, and conformance to policies and procedures.

o Prepares letters, forms, and other documents used for collecting, disbursing, and recording revolving loan account payments.

o Answer customer questions regarding loan account and corrects records.

o Reviews printouts of allocation for interest and principal to locate errors, and correct errors as needed.

o Performs other related duties and responsibilities as required.

Supervisory Responsibilities: None.

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  • Must have working knowledge of Microsoft Office software and use of the internet.
  • Must maintain a positive attitude towards work and staff. Needs an above average knowledge of spelling and grammar.
  • Excellent keyboarding skills.
  • General knowledge of each UAACOG program and the services they provide.
  • Must be a positive team player.
  • Must be able to concentrate on detailed information over an extended period.

Education and Experience:

  • Associate’s degree in accounting, bachelor’s degree in accounting; or 3-5 years related experience and/or training; or equivalent combination of education and experience.
  • Good organizational and computer skills, detail oriented, self-starter and the ability to work with people.

Language Skills:

  • Ability to read and interpret documents such as operating and maintenance instructions and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively.

Mathematical Skills:

  • Ability to add, subtract, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, and percentage.

Reasoning Ability:

  • Ability to apply common sense understanding to carry out instructions furnished in written or oral form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Must have the ability to analyze internal processes and recommend and implement procedural changes for improved operations.
  • Must have the ability to use logic and reasoning.
  • Ability to apply common sense understanding to carry out instructions furnished in written or oral form.

Certificates, Licenses, Registrations:

  • Must possess a valid driver’s license and current automobile license with minimum Colorado requirements.
